§ STANDARD II PLAN OF ORGANIZATION

STANDARD II. PLAN OF ORGANIZATION

    (a) The Lawyer Referral Service committee of The Florida Bar is responsible for the supervision of all bar sponsored lawyer referral services in the State of Florida including but not limited to:

        1. Providing liaison and assistance for all bar sponsored lawyer referral services operated within the state;

        2. Promoting the establishment of metropolitan or regional bar sponsored Lawyer Referral Services to eliminate duplication of efforts;

        3. Encouraging the adoption of minimum standards in the operation of bar sponsored Lawyer Referral Services to insure the availability of efficient, reliable, responsive and accessible services;

        4. Assuring geographical coverage of the entire state;

        5. Providing active supervision of the operation of all bar sponsored Lawyer Referral Services to insure compliance with the Rules Regulating The Florida Bar;

        6. Receiving and consolidating the various reports from all bar sponsored Lawyer Referral Services and preparation and distribution of statistical reports concerning same.

    (b) The Florida Bar Lawyer Referral Service shall be operated by the personnel of The Florida Bar and under the supervision of the Lawyer Referral Service Committee of The Florida Bar.

        1. The membership of the committee (including the designation of chair-persons and vice chair-persons) shall be named by the President of The Florida Bar.

        2. Committee members shall serve for rotating terms, and the period of appointment of each member should be long enough for the member to gain reasonable familiarity with the work of the Service. At least a majority of the members of the Committee shall be licensed to practice law in Florida. The president is encouraged to include on the Committee non-lawyer public representatives and representatives of local Lawyer Referral Services.

        3. The Committee shall meet at regular intervals during the year.

        4. The Committee shall formulate and adopt rules for the conduct and operation of the Service.

        5. The Committee shall make or delegate all administrative decisions necessary in the operation of the Service.

        6. The rules of the Service shall provide a mechanism for appeal of any action taken by the Committee.

        7. The Committee may review at regular intervals the operation of and public response to the Service.

    (c) Lawyer Referral Services sponsored by local bar associations may operate under the supervision of a local committee in a manner similar to that set out in (b) above.
